Democracies are born of national governments. In a democracy the ruling party is supposed to be the majority of society, acting and thinking with a common purpose. Unfortunately, errors can and do occur in government today. Even in a democracy, the majority can be wrong.
The governments existing now are the last governments of Earth. Whether or not a government is a democracy, a coalition, a kingdom, a dictatorship, a commonwealth, a community, a republic, a regime, a federation or a theocracy, it does not matter. What matters is all governments are passing, and soon will be history.
It matters not how much power rests with the State, or States. It doesn't matter how much input the people have in making their own laws. The laws of man do not, cannot, replace the laws, and plans, of God.
Only a little while longer, will earthly governments have power. Soon, Lord Jesus, "KING OF KINGS, AND LORD OF LORDS," will return, and He will return with Real Power. (Revelation 19:11-17)
The importance of the "United Nations," its power to mediate and find common ground among the nations, will grow, will pass, and will not last long. The power of the United Nations, to compel renegade governments, will be short lived and weak. Even Satan's last attempt to deceive man won't last long. "And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever." (Revelation 11:15)
Daniel prophesied some about Earth's last days. The book of the Bible named "The Revelation" contains many more prophecies concerning Earth's last days. The Revelation also contains many prophecies concerning the world to come after this one.
Some of the prophecies of Daniel have as their subject a little horn. Horns and heads in biblical prophecy usually symbolize a governmental or religious power. (Daniel 7:8-11,17,20-27)
These prophecies, and others like it, point to a religious power which begins to rule. This power, this little horn, would come out of civil powers and use the state to enforce its rule. In short, this little horn would become a powerful church/state. History's record contains the rise and fall of that power. The uniting force which arose after the fall of Imperial Rome was Papal Rome, the Catholic Church during the Middle Ages.
